479 dwellings in two sites are equipped with the service. The foreseen is based on presenting consumption data to tenants on the TV screen or using an in-home display. Including game consoles is currently being developed. The ems has been developed in order to monitor the heating system.

The esesh services are aiming at 16 % overall energy savings and fixed-time demand reduction with the consequent benefit of lowering contracted power in the future. The global aim of the edss is an overall energy saving to reduce tenant’s costs. The foreseen services will be based on monitoring data, which will be clearly and easily presented to tenants on an in-home display or on the TV screen. If the evaluation and the feedback from tenants are positive, it might be possible to roll-out this solution all over the existing housing stock. The foreseen ems has been developed in order to monitor the heating system and assure its good performance. A bad and/or not regulated system leads to higher energy consumption and related higher energy bills for tenants.

Service

Tenants can fix their energy consumption objective separately for heating, water and electricity. Care taker who are visiting tenant with special needs in their homes are trained to explain the service as well as giving tips for changing settings and/or behaviour in order to save energy.When the tenants turn on the TV, the Energy Consumption channel is displayed at first and daily updated information about their energy consumption will be shown.

The business case for Moulins is based on offering energy information directly to the tenant via the TV set. The infrastructure installed will be further exploited by upgrading the system to other resources and enabling the social housing provider to monitor the environment and status of the building. The service provider RPP aims to exploit the esesh service as a standard solution in TV sets produced by large manufacturers.

Exploitation

Moulins Habitat is involved in the esesh project to sensitize and allow itstenants to reduce their energetic cost through ICT. esesh allowed to improve the web portal concept for the consumption display on a TV channel. Most of tenants have too low budget to subscribe an internet package that’s why we installed this TV display system (Free access) to sensitize them on saving energy. The energetic costs constantly increase so Moulins Habitat job is to inform its tenants on how to regulate their own consumption. As a social housing company, involved in many innovative projects, Moulins Habitat has to help its tenants to save energy and money in order to guarantee the payment of the rents and charges. Moreover, governmental laws and orientations, encourage social housing companies to give the tenants the means to improve their behaviour and energy consumption. RPP is involved in the esesh project in order to deploy the fibre optic networks, activate the value added services and exploit the IP network. Once this infrastructure installed, RPP activates a gigabit network that interconnects all columns and injects the IP signal through the coaxial cables (TV cables), so that the consumption data can be sent through a push method directly to the tenants without needing any actions from the consumer. RPP took the decision to participate in this project as the previous projects led by Moulins Habitat and other social housing companies made them understand that the web portal was a good start. However, in the long run, people tend to forget to connect to the portal (Pull method). Therefore, with the push method the information goes to the tenants directly and it eases the daily use of the service for the tenants, especially for the elderly people who know how to use the TV but have more difficulties to use the PC andsmart phones. In the future, RPP will be present in huge projects like LINKY, a smart grid project led by ERDF in France, which will target 35 Million households in France. The energy consumption display has been one of the requirements from the government and the consumers’ associations. RPP solution is one of the first in France to prove their interest.

Moulins Habitat is a public office of development and building in the town of Moulins. Its main activities are renting social housing and building new housing as well as the development of activity areas.MH owns 3900 housing units, a few specialized homes and manages 2 activity areas and 4 housing estate building plots. Among other projects MH manages an urban renovation project for South Moulins and Yzeure, le Plessis, where about 30 % of the population of Moulins lives. MH is the pilot site manager of Moulins.

Real Project Partner is an SME specialized in IT networks (fiber optic, PLC and Ethernet) deployments and services containing fiber and IP. RPP was founded in 2003 by three Directors in the field of IT networks from key industrial companies (Siemens, Telindus and Expertdata). For the last three years, RPP has developed services based on fibre which enable the customers to access DTT, SAT and IP based services in the social housing, as well as TV portal that enables tenants to have a view on their energy consumptions through the TV screen and also to correspond with the social housing company without needing paper or physical contact. RPP as one of the technology partners and IT service providers will assist Moulins Habitat in the deployment of the IT infrastructure, the installation of the Internet access through technologies which no electromagnetic radiation (fibre optic) and the display of the energy consumption and air quality through TV screens.
